This document from 1969 tells a far different story about the contents of Landfill 7 than the present day Army. They want us to believe that while the contents of Landfill 7 are unknown, they are sufficiently similiar to a MSWLF to warrant capping in place. Infectious Medical waste is hazardous and has no place next to Lake Michigan.


Due to the poor quality of the copy I received I have made a transcription of: Sanitary Inspection of Sanitary Landfill at FS. Post Engineers, Office of the Post Surgeon, Preventive Medicine Div. June 30, 1969.

1. In compliance with AR 40-5, Chapter 7, 1LT James M. Stratta, the sanitary engineer of the Preventive Medicine Division, Fort Sheridan and Mr. Jackson, the assistant landfill supervisor, visited the sanitary landfill at Fort Sheridan at 1400 hours, Wednesday, 25 June 1969.

2. The Following were the results of the inspection:
  
  a. Bumper logs, which provide support for the rear wheels of dumping vehicles and designate the dumping area, were not present for use.
  
  b. An area method, rather than the trench-cell method for fill and compaction was being used.
  
  c. Unsupervised dumping by landfill vehicle operators, post housing tenants, the commissary, and contractors has resulted in indiscriminate dumping.
  
  d. The face of the landfill facing out toward Lake Michigan has not been covered with adequate compacted fill, nor has it been worked over to provide a pleasing appearance from the lake.
  
  e. There was no fill available on the site to cover the compacted refuse.
  
  f. The dispensary is sending it’s infectious wastes to the landfill to be buried. According to AR 40-5, paragraph 7-3 (3), they will be incinerated.
  
  g. Children have been playing around and in the sanitary landfill.

3. Recommendations:

   a. (?cannot read word) operations at sanitary landfill:
   
   (1) Installation of bumper logs.
   
    (2) Securing area: lock on gates and appropriate temporary barriers to (?) the direct access from contiguous housing areas.
